Three countries, different rules
One of the most unusual things about staying in Menton is how easily you can visit three different countries.
Have breakfast in France, spend the morning in Monaco and enjoy an Italian lunch in Ventimiglia.
Geographically, it's remarkably simple.
Administratively, there are a few things worth understanding.
All three countries use the euro, but they don't have identical rules for mobile roaming. France and Italy belong to the European Union and Schengen Area, while Monaco has its own legal status and special arrangements with France.
Train tickets don't automatically cover every operator, and a journey that looks straightforward during the day can become complicated late at night.
This guide explains the practical details that matter most when using Menton as a base for exploring the French and Italian Rivieras.
1. Three countries: the essential differences
This is a practical comparison, not a complete legal classification of Monaco's relationship with the European Union.
For most visitors, the biggest surprises concern mobile data, documents and transport tickets.
| Question | France | Monaco | Italy |
|---|---|---|---|
| European Union member | Yes | No | Yes |
| Schengen member | Yes | No, but special arrangements with France | Yes |
| Currency | Euro | Euro | Euro |
| EU-regulated roaming | Yes | Not automatically | Yes |
| Main local language | French | French | Italian |
| Common transport from Menton | Local buses, TER trains | TER trains, regional buses | TER to Ventimiglia, Italian trains onward |
| Identity checks possible | Yes | Yes | Yes |
| Separate train tickets sometimes needed | Yes | Yes | Yes |
2. Mobile roaming: the most easily overlooked expense
Your phone may connect smoothly in all three countries.
That doesn't mean the cost will be the same.
France and Italy: EU roaming rules
Under the European Union's Roam Like at Home framework, customers with eligible mobile subscriptions from EU countries can generally use calls, texts and mobile data in other participating countries without additional roaming surcharges.
The rules also extend to the European Economic Area countries Iceland, Liechtenstein and Norway, and since 1 January 2026 to Moldova and Ukraine under the applicable arrangements.
However, operators can apply fair-use limits, particularly to data-heavy or unlimited plans.
The benefit also depends on the origin and terms of your subscription.
A visitor using a US, British or other non-EU mobile plan isn't automatically entitled to EU-regulated domestic roaming prices.
Monaco: a different situation
Monaco isn't part of the EU's mandatory Roam Like at Home area.
That means operators aren't automatically required to include Monaco under their EU roaming benefits.
Some do, but others apply different rates.
What about French mobile operators?
There are important exceptions.
Orange and Sosh describe domestic-style data use in Monaco and particular calling conditions. Orange explicitly distinguishes calls and messages to France or Monaco from those to other European destinations, which can be billed as France-to-Europe communications; destinations outside Europe have their own terms. Check both where you are and the number you are calling, not just the data allowance.
SFR similarly explains that, despite its technical roaming arrangement with Monaco Telecom, eligible usage is deducted according to its France/EU terms.
These are operator-specific arrangements.
They shouldn't be applied automatically to every subscription, prepaid SIM or eSIM.
If you're using Free Mobile, Bouygues Telecom, an MVNO or an international travel eSIM, check the current Monaco coverage and pricing for your exact offer.
Your phone can change networks without warning
Near borders, mobile networks don't stop exactly at the national boundary.
A phone in Menton may detect an Italian network, particularly around Garavan.
Near Monaco, your device may register with Monaco Telecom.
If roaming isn't included under your plan, an automatic network change could create unexpected costs.
The European Commission recommends checking your operator's roaming rates and considering manual network selection where necessary.
How to avoid roaming surprises
Before departure:
Open your mobile operator's official roaming information.
Check France, Italy and Monaco separately.
Confirm mobile data, outgoing calls, incoming calls and SMS charges.
Check any roaming data allowance or fair-use cap.
Confirm whether your travel eSIM includes Monaco explicitly.
Disable data roaming or select a suitable network manually if necessary.
Remember that disabling mobile data roaming doesn't automatically prevent every possible call or SMS charge.
For complete control, use airplane mode with Wi-Fi enabled, or follow your operator's instructions for blocking chargeable roaming services.
A special warning about travel eSIMs
A travel eSIM marketed as “Europe” doesn't necessarily include Monaco.
Even one covering France and Italy may exclude the Principality.
Check the actual country list and permitted networks.
If you have a dual-SIM phone, confirm which line is selected for data and whether automatic data switching is enabled.
Our recommendation: Check Monaco before you leave your accommodation, even if you only intend to spend an hour there.
3. Do you need a passport to travel from Menton to Monaco or Italy?
The answer depends on your nationality, immigration status and travel documents.
There's no single rule that applies to every AzurMenton visitor.
EU citizens
EU citizens can generally travel between France and Italy using a valid national identity card or passport.
Children need their own appropriate travel documents.
A driving licence isn't a substitute for a national identity card or passport when proof of travel entitlement is required.
For Monaco, French and EU visitors generally enjoy straightforward entry arrangements, but they should still carry valid identification.
Non-EU citizens
The requirements are more individual.
They may depend on:
Your passport nationality.
Whether you need a Schengen visa.
Whether you hold a residence permit issued by a Schengen country.
The validity and permitted entries of your visa.
Your remaining authorised stay.
Whether you're travelling for tourism, work or another purpose.
For ordinary short visits, Monaco generally follows the relevant French entry framework.
France-Visas confirms that visitors authorised to enter mainland France visa-free for a short stay, holders of relevant Schengen residence permits and holders of valid Schengen visas can generally also enter Monaco.
That doesn't mean every visa, temporary document or residence application is interchangeable.
What about Italy?
France and Italy are both part of the Schengen Area.
A traveller lawfully admitted for travel throughout the Schengen Area can generally visit other Schengen countries within the applicable conditions.
However, some visas have territorial limitations.
A residence permit, temporary receipt, special-status document or single-country visa may require individual verification.
Do not assume that being physically present in France automatically authorises travel to Italy.
Check your actual status before departure.
The safest document sources
Your Europe: EU Citizens' Travel Documents
Your Europe: Non-EU Travellers
Italian Ministry of Foreign Affairs
Your relevant consulate or immigration authority.
If you have an unusual document or immigration situation, obtain individual confirmation rather than relying on a general travel article.
4. Are there border checks?
You can normally travel from Menton to Monaco or Ventimiglia without passing through an airport-style passport checkpoint.
However, the absence of routine checks doesn't eliminate the requirement to carry valid documents.
France and Italy
Both countries belong to Schengen.
Normally, internal Schengen travel takes place without systematic border checks.
But Schengen countries can temporarily reintroduce controls for security or public-order reasons.
Checked 4 November 2026: the European Commission lists France's notified temporary internal border controls for 1 November 2026 to 30 April 2027, including the border with Italy. Recheck this dated notice before travelling.
This means travellers should be prepared for identity checks, including on roads and trains.
A check may not occur on every journey.
Monaco
Monaco has special border arrangements with France, and France handles significant aspects of its immigration framework.
You generally won't encounter a conventional passport-control booth when entering Monaco from France.
Nevertheless, police identity checks are possible.
Practical advice
Carry your valid passport or national identity card, together with any visa or residence permit relevant to your stay.
If you're a non-EU national, don't leave your documentation in the apartment just because the journey is short.
5. Money and payments: you don't need to exchange currency
This is the easy part.
France, Monaco and Italy all use the euro.
Monaco has a monetary agreement with the European Union permitting it to use the euro as its official currency.
You can pay using ordinary euro notes and coins in all three countries.
There is no need to exchange money when moving between Menton, Monaco and Ventimiglia.
Are bank cards accepted everywhere?
Cards are widely accepted across the region, particularly in hotels, restaurants, supermarkets and established attractions.
But small businesses, market stalls and independent traders may have different policies.
Carry a modest amount of cash for smaller purchases.
Does Monaco charge different card fees?
The currency is the same, but payment-card fees depend on your bank, card provider and account terms.
EU rules provide protections for certain cross-border euro payments, but Monaco's separate legal status means you shouldn't assume every consumer-payment rule applies identically.
Check your bank's international transaction and withdrawal conditions.
ATM withdrawals
Use established bank ATMs where practical.
Read any fee notice before confirming a withdrawal.
With a non-euro bank card, you may be offered the option to convert a transaction into your home currency.
Check the exchange rate and terms rather than automatically accepting the terminal's conversion.
A useful Italian detail
Some smaller Italian businesses prefer cash for low-value transactions, even where electronic payments are available.
For markets, small cafés and village outings, having €10 and €20 notes can be convenient.
6. Menton to Monaco: the easiest cross-border day trip
Monaco is the simplest international excursion from Menton.
The coastal TER train connects the two in approximately ten minutes on typical services.
SNCF's Monaco–Menton route page, checked 4 November 2026, displays a €4.10 full-fare single and €2.90 with an eligible ZOU! reduction. These are published examples, not a guaranteed quote for every departure, direction or traveller.
The exact fare and applicable reductions should be checked when purchasing.
Which station should you use?
From Menton, use Gare de Menton for the central town.
Menton-Garavan may be more convenient if you're staying in the eastern neighbourhoods, depending on the service.
Your destination is Monaco-Monte-Carlo.
The station is underground and has several exits.
Choose your exit according to whether you're visiting Monte-Carlo, the harbour, the old town or another district.
Is a bus better?
Regional ZOU! bus lines also connect Menton and Monaco.
They can be useful when the stop is closer to your accommodation or destination.
However, road traffic and event restrictions can affect journey times.
For most visitors prioritising speed and predictability, the train is the first option worth checking.
Do you need another ticket inside Monaco?
Usually, yes.
A normal Menton-to-Monaco railway ticket doesn't automatically include unlimited travel on Monaco's local bus network.
The Compagnie des Autobus de Monaco operates separate local services with its own fares and ticketing arrangements.
Some regional passes may cover eligible Monaco transport, but you must check the pass's exact network validity.
Our recommendation
For a conventional sightseeing day, buy your train ticket, check the return timetable and explore much of Monaco on foot.
Use the local bus if the hills or distances make walking inconvenient.

7. Menton to Ventimiglia: crossing into Italy by train
Ventimiglia, known in French as Vintimille, is the easiest Italian destination to reach from Menton.
Regional TER trains run along the coast towards the border.
The journey is short, but the ticketing details become more important if you continue deeper into Italy.
Menton to Ventimiglia
Use SNCF Connect or TER Sud to purchase a ticket for the journey to Ventimiglia.
Check your departure station and the actual timetable.
SNCF may display the destination as Vintimille in French-language interfaces.
Continuing to Sanremo or elsewhere
Ventimiglia is a major connection point between French regional services and the Italian rail network.
If you're travelling onward to Sanremo, Bordighera or another Ligurian destination, you may need a separate Trenitalia ticket.
Don't assume your original French TER ticket includes onward travel.
Trenitalia ticket validation
Italian regional rail ticket rules differ according to the ticket format.
Paper regional tickets: Generally require validation before boarding.
Electronic regional tickets: Follow their specified validity and activation rules.
Digital regional tickets: Trenitalia's current system provides automatic activation at the scheduled departure time of the selected train.
Always read the conditions of the actual ticket you purchased.
A valid PDF or digital ticket and an unvalidated paper ticket aren't necessarily treated the same way.
Keep your ticket available throughout the journey, and carry identification where required for nominative tickets.
A common mistake
Visitors sometimes buy a ticket on one operator's website and assume that every later train is covered.
Instead, check the issuing company, route, date, validity window and any restrictions on changing trains.
This is particularly important when transferring between French and Italian services.

8. Are regional travel passes worthwhile?
For visitors staying in Menton for several days, a regional pass may simplify travel.
The Pass SudAzur Explore covers participating transport networks in Alpes-Maritimes and Monaco, including eligible regional trains, buses and trams.
Published tourist options include:
These adult prices were displayed on the official TER Sud and CAM pages checked 4 November 2026; recheck validity, support and the price before purchase. The geographic summary covers participating Alpes-Maritimes and Monaco networks. Do not infer Ventimiglia coverage just because a French TER train crosses the border: confirm the exact cross-border segment with the seller. Ordinary onward Trenitalia travel is not implied.
What does the pass actually cover?
It can be useful for multiple journeys around the French Riviera and participating Monaco services.
But don't assume it includes ordinary Trenitalia journeys beyond the Italian border.
Read the geographic and operator-specific validity rules.
When is it worth buying?
A pass can make sense if you're planning several train and bus journeys in a short period.
For one return trip to Monaco and a few walks around Menton, individual tickets may be cheaper.
Calculate your expected journeys before committing.
The best pass isn't necessarily the one with the longest duration.
It's the one you'll genuinely use.
| Pass | Adult price |
|---|---|
| 3 days | €35 |
| 7 days | €50 |
| 14 days | €80 |
9. Important: late-night trains and engineering works
The coastal railway is convenient, but late-night travel deserves extra attention.
The official TER Sud notice, checked 4 November 2026, lists Nice–Ventimiglia night works through 10 December 2027, not merely December 2026.
The published programme includes interruptions between approximately 10 p.m. and 6 a.m. on Sunday-to-Thursday nights during the specified work periods.
Check the dated working timetable and service alerts: additional daytime interruptions can occur. At this review, TER Sud also flags a total line interruption on 10–11 November 2026; confirm the precise start and restart and limited alternatives for your journey.
Replacement buses and alternative arrangements may operate.
These shouldn't be assumed to provide the same journey time or boarding point as an ordinary train.
Why this matters
Imagine attending a concert in Monaco or enjoying dinner in Nice.
A normal daytime journey might take only minutes, but your return could involve a replacement coach, a long wait or a completely different departure point.
Before booking late-night activities:
Check the last actual service on your date.
Look for planned works.
Identify the replacement departure point, if any.
Check whether the replacement serves your station.
Plan a taxi or overnight alternative if necessary.
Don't rely on the fact that there are dozens of trains per day to assume you'll find one after midnight.

10. Crossing borders by car
Driving from Menton to Monaco or Italy is straightforward in principle, but traffic and local restrictions can make it less convenient than the train.
France to Monaco
Monaco has narrow roads, tunnels, multi-level streets and regulated parking.
Major events, especially the Monaco Grand Prix, can affect access dramatically.
Check road restrictions and parking availability before travelling.
France to Italy
The coastal road leads towards the Italian border and Ventimiglia.
Motorway travel is another option.
If you're using a rental car, confirm that your rental agreement permits travel in all relevant countries, including Monaco and Italy.
Check insurance coverage, roadside assistance and any cross-border fees.
Parking
Don't assume parking rules are identical across the three countries.
Follow local signs, pay attention to limited-traffic areas and avoid entering restricted streets based solely on GPS directions.
Italian towns may have ZTL zones, where unauthorised vehicles can incur fines.
A navigation system doesn't necessarily know whether your vehicle is permitted to enter.
11. Travelling with children
Children need appropriate travel documents.
For EU citizens, each child generally needs their own valid passport or national identity card.
For non-EU nationals, requirements depend on nationality and immigration status.
If a child is travelling without one or both parents, additional consent or authorisation requirements may apply.
The rules can depend on where the child resides, their nationality and who is accompanying them.
For example, French residents under 18 travelling abroad without a parent or legal guardian may need an autorisation de sortie du territoire, together with specified documents.
Don't treat a school ID or a photograph of a passport as a guaranteed substitute for proper travel identification.
For details, consult the French government's guidance on minors travelling abroad.
12. What about health insurance?
France and Italy participate in the European health insurance framework for eligible insured travellers.
Eligible insured travellers with a valid European Health Insurance Card may be entitled to medically necessary public healthcare under the applicable conditions.
Monaco is outside the EHIC scheme's standard country coverage. Separate social-security arrangements may apply: CLEISS describes a French-insured visitor's route through their French insurance fund. That is not a blanket entitlement for every visitor; ask your own insurer about Monaco.
Private medical providers and repatriation services also may not be covered.
For visitors from outside the EU, coverage depends on their insurance and eligibility.
Before travelling, check whether your health insurance applies to France, Monaco and Italy separately.
Travel insurance may be appropriate, especially if you plan sports, hiking or other activities beyond ordinary sightseeing.
13. Three practical cross-border day plans
Plan A: Monaco without complications
Have breakfast in Menton.
Take a morning TER to Monaco-Monte-Carlo.
Explore the harbour, old town or Monte-Carlo district.
Have lunch in Monaco.
Return on a confirmed afternoon or evening train.
Before leaving: Check roaming, carry identification and confirm the return service.
Plan B: An Italian lunch in Ventimiglia
Take the TER from Menton to Ventimiglia.
Explore the market district or historic centre.
Enjoy an Italian lunch.
Return on an afternoon train.
Before leaving: Carry travel documents, check the return timetable and bring some cash for smaller shops or stalls.
Plan C: Ventimiglia and Sanremo
Travel from Menton to Ventimiglia.
Connect to an eligible Trenitalia regional train towards Sanremo.
Explore the town and enjoy lunch.
Return via Ventimiglia, allowing reasonable connection time.
Before leaving: Check both rail operators, Italian ticket validity and the final French return connection.
This is a more demanding itinerary than visiting Monaco or Ventimiglia alone.

14. The five-minute checklist before crossing the border
For a simple afternoon in Monaco, this may seem like a lot.
In practice, most checks take only a few minutes when done beforehand.
| Check | Why it matters |
|---|---|
| Passport / national ID | Identity checks are possible |
| Visa or residence document | Requirements depend on personal status |
| Monaco roaming conditions | EU roaming protection doesn't automatically apply |
| Train or bus ticket validity | Operators and countries may require separate tickets |
| Return journey | Night works and timetable changes can disrupt travel |
| Payment method | All use euros, but cards aren't accepted everywhere |
| Emergency or health coverage | Eligibility and insurance may differ by country |
Frequently asked questions
Do I need a passport to go from Menton to Monaco?
EU citizens can generally travel with a valid national ID card or passport. Non-EU visitors should carry their passport and any relevant visa or residence documents. Requirements depend on individual status.
Is Monaco part of Schengen?
No. Monaco isn't formally a Schengen member, but it has special arrangements with France, which handles important aspects of entry and immigration.
Does EU roaming work in Monaco?
Not automatically. Monaco lies outside the mandatory EU roaming area. Some mobile operators include it under domestic or EU-style pricing, while others may charge separately.
Will my French SIM work in Monaco?
Usually, compatible devices can connect through a partner network, but the price depends on the operator and tariff. Network availability and inclusive billing are separate questions.
Can my phone connect to an Italian network while I'm still in Menton?
Yes, this can happen near the border. Check your roaming plan and consider manual network selection if the cost difference matters.
Do I need a different currency in Monaco or Italy?
No. France, Monaco and Italy all use the euro.
Can I take a direct train from Menton to Monaco?
Yes. TER trains connect Menton and Monaco-Monte-Carlo directly, with typical journey times around ten minutes.
Can I travel from Menton to Sanremo with one train ticket?
It depends on the ticket offered and route. A common arrangement involves a French TER journey to Ventimiglia followed by a separate Trenitalia ticket to Sanremo.
Do I need to validate Italian train tickets?
Paper regional tickets generally require validation. Digital tickets follow their own activation and validity rules. Always check the exact ticket format.
Can I travel to Italy with a French residence permit?
That depends on the type and validity of your document, passport and immigration status. A valid Schengen residence permit can allow short visits under applicable conditions, but not every temporary document gives the same rights.
Are there border checks between Menton and Italy?
Checks are possible. France has notified temporary internal border controls affecting its Italian border during the relevant 2026–2027 periods.
Do trains run late at night?
Some do, but the timetable varies, and engineering works can interrupt services. Check your actual return date before relying on a late connection.
Final thoughts: three countries, one easy base
Menton is an exceptional place from which to explore three different countries.
You can visit Monaco in the morning, enjoy an Italian lunch or spend a day travelling along the Mediterranean coast.
The distances are short, but a little preparation makes a real difference.
Check your mobile plan before connecting to a Monaco network.
Carry the travel documents appropriate to your nationality and status.
Understand which transport operator issued your ticket.
And confirm your return journey, especially when travelling late.
Once those practical details are organised, the borders become part of the pleasure rather than a source of uncertainty.
Few places make it quite so easy to enjoy French, Monégasque and Italian life in the same holiday.
